Project Overview

Expansion of Tank Terminal had 3 primary requirements:

• Increase capacity of shipped bitumen (dilbit) by over fifty percent (50%) from current design flow rate of 400 kbpd to 600 kpbd.

• High pressure pumping via two new 700 hp API BB2 horizontal pumps; custody transfer metering and quality assurance of shipped dilbit product including facilities for portable meter proving.

• Custody transfer metering and quality assurance of received product (condensate) with meter proving capabilities.

Rally developed scope of work through all project life cycle phases (conceptual/study phase, Front End Engineering and Design (FEED), execution of detailed engineering, and procurement and construction management support of the expanded facility).

Scope of Work

The work was organized and executed in three parts to control cost and schedule.

‍Part I. Increasing shipping capacity of diluted bitumen by replacing the existing booster pumps with three (3) new 1750 hp API 610 VS7-type pumps, specified and procured by Rally.  

Rally provided the multi-discipline infrastructure required to install and operate the new pumps. The work included pump foundations, 4.16 kV switchgear, piping, cabling, wiring, electric heat tracing (EHT) and instrumentation.

Part II. Installed two (2) new high-pressure 700 hp API 610 BB2-type pumps, specified and procured by Rally. New custody transfer metering equipment and provisions for portable meter proving were also provided.

Modular designs were prepared for metering equipment, which minimized site work and led to substantial cost and schedule savings for the project.

Part III. Modified the existing infrastructure to provide custody transfer metering, quality assurance, and meter proving capabilities for condensate received by the terminal.

An underground road crossing was required to bring piping and electrical wiring to the proposed condensate trap area. The crossing leveraged an innovative carrier pipe / spacer system first designed by Rally for a major railroad crossing at another facility, resulting in substantial cost and schedule savings.
